Lessons Learned
The following insights are not new. These are lessons and
experiences from previous development interventions that are once again
observed to hold true even in the early stage of implementation of the Fish
Right Program in SNMKBA.
i.
Leveling off of understanding of implementation
ideas/concept and implementation strategies between and among consortium
partners before implementation is important particularly towards the level of
operational definition of concepts. In a consortium arrangement, the lead
agency must be explicit in expressing whether it is amenable or have
reservations on the proposed implementation approaches of the consortium
members. Otherwise, the implementation will be plagued with unnecessary situations
where the consortium members justify each other’s actions.
ii.
Given the diverse expertise and experiences, being
open and flexible to new ideas promotes learning, trust and respect between and
among consortium members. It is also a powerful force to move the Program
forward.
iii.
“Partnership” is effective if adopted effectively,
efficiently and consistently. There is need though for the implementing team to
invest in understanding the interests and true strengths of the potential
partners.
iv.
In targeting to change the people’s behaviors
especially the fisherfolk, it is important to recognize that the first type of
behavior change needed is our own and to free ourselves of our own
preconceptions of their behaviors.
